Agent Approval Process

Agent approval is the governance step by which a Microsoft 365 administrator reviews and either publishes or rejects a Copilot agent that a user has submitted for organizational use. The request appears in the Copilot Control System within the Microsoft 365 admin center, where the admin can inspect the agent’s data sources, connectors, and custom actions before deciding. A key exam nuance is that approving an agent does not automatically expose it to everyone: on publish, the admin separately chooses the deployment scope—the entire organization or only specific users or groups. Candidates often assume approval equals broad rollout, but scoping is a distinct decision.
