An assigned user gains Copilot experiences embedded across apps like Word, Excel, Teams, and Outlook, grounded by Microsoft Graph, for a flat seat fee. The exam contrast is pay-as-you-go billing, which meters charges per message consumed and suits irregular or pilot agent usage. Predictable, broad daily use is generally more economical on the flat seat. Administrators assign and revoke seats under Licenses; usage does not roll over when unassigned.
