Billing Policy
A billing policy links a user scope (all users or a security group) to an Azure subscription so that pay-as-you-go Copilot and agent consumption is metered and charged.
A billing policy is created in the Microsoft 365 admin center and links an Azure subscription to a set of users, either all users or a chosen security group, so agent and Copilot consumption can be metered and billed as pay-as-you-go. Without a policy in scope, that metered usage cannot be charged. This is separate from a per-seat Copilot license, which grants flat licensed access. Each policy can optionally include a budget limit that triggers email notifications at spending thresholds, though it warns rather than blocks usage. A tenant can hold multiple billing policies.
